عودة ظهور اوزوالد يجعل معسكر فالكون غاضب، وكذلك هارفي الذي البراميل على 'خائن' جوردون، لأنها تفترض أنه يعني حرب العصابات.
ومع ذلك لا يزال دون فالكوني رواقي، يمنع اشتباك وحتى يقبل لفتة عرجاء من منافستها ماروني. جيمس يقرر "النزول مع الحريق"، وبدء محاكمة كل من أمراء العصابات ورئيس البلدية. جوردون يرشد عاشق باربرا، الذي يميل له الخروج، إلى مغادرة المدينة، حتى لو كان ذلك يعني الجيش عصابة فيكتور Zsasz وتغلبوا على منطقة لنقله، ولكن عادت ويقع في براثن فالكون، ولكنه يتيح لهم على حد سواء الذهاب وتقبل "البطريق" خدمات اوزوالد كما التجسس للقضاء على شرائع فضفاضة.

Oswald's reemergence renders Falcone's camp furious, as well as Harvey who tuns on 'traitor' Gordon, as they presume it means a gang war. Don Falcone however remains stoic, forbids a clash and even accepts a lame gesture from rival Maroni. James decides to 'go down with a blaze', initiating prosecution of both gang lords and the mayor. Gordon instructs lover Barbara, who tipped him off, to leave the city, even if that means Victor Zsasz's mob army overpowering the precinct to take him, but she returns and falls into Falcone's clutches, yet he lets them both go and accepts "Penguin" Oswald's services as spy to eliminate loose canons.
